Clark County's New Short-Term Rental Rules: What Owners Need to Know

Since September 2, 2026, booking platforms such as Airbnb and Vrbo must verify that an unincorporated Clark County rental holds a county license before taking payment. Owners should still plan on licensing, insurance, and a local contact, while a federal court case keeps enforcement uncertain. Some owners will find a long-term lease simpler.

What changed for Clark County short-term rentals on September 2?

On August 18, 2026, the Clark County Commission voted 5-0 to put the enforcement burden on booking platforms rather than individual hosts. Since September 2, platforms such as Airbnb and Vrbo must verify that a listing has a valid county license before processing a booking payment, and they must deactivate a listing within five business days after the county says it is improperly licensed. Listings the platforms create must show the county license number, the state business license number, and the maximum occupancy.

Platforms face civil penalties of $500 for a first violation and $1,000 for each subsequent violation, must keep individual rental records for three years, and must report to the county quarterly. For owners, the practical result is that an unlicensed listing may no longer be able to take a paid reservation.

Do the new rules apply to my property?

The ordinance covers unincorporated Clark County only. The City of Las Vegas, Henderson, and North Las Vegas are separate jurisdictions with their own rules, so confirm which jurisdiction your parcel is in before you decide. The county has said the Nevada Legislature required it to create a licensing and enforcement process for short-term rentals, which is why the program exists.

What is happening in the federal court case?

A federal judge issued a preliminary injunction in December 2025 that paused enforcement of parts of the county's short-term rental rules while a lawsuit brought by Airbnb and a host association continues. The county appealed. In an October 2026 memorandum, the Ninth Circuit largely upheld the injunction but ordered it narrowed, and said the county must give applicants a meaningful opportunity to have their license applications considered. As a result, the county may reopen its license portal.

The county planned to introduce an amendment to the short-term rental ordinance on October 20, so details may have changed by the time you read this. Treat the injunction as unsettled, not as permission to operate without a license.

What does it take to run a compliant short-term rental in Clark County?

Under the county's ordinance, operators need a state business license and a county short-term rental license, liability insurance, a local representative who can respond within 30 minutes at any hour, and noise monitoring at specified locations. Licenses are capped at 1% of eligible housing units in each unincorporated area; licensed properties generally must be at least 1,000 feet apart and 2,500 feet from resort hotels; and short-term rentals are barred in apartment buildings.

County officials reported only 229 licensed short-term rentals across unincorporated Clark County in July 2026, so owners should not assume a license is available for their address.

How does a short-term rental compare with a long-term lease?

A short-term rental can earn a higher nightly rate, but it carries more variables: vacancy between bookings, cleaning and restocking after every stay, lodging taxes, licensing and insurance costs, and exposure to rule changes like the ones above. A long-term lease trades the peak rate for predictability, with one screened household, a 12-month term, and far less regulatory risk.

Zillow puts the typical Las Vegas rent at $1,747 in July 2026, about $215 below the typical U.S. rent of $1,962, and the typical Las Vegas home value at $419,144 in August, down about 3% from a year earlier. With a softer market, run both sets of numbers before committing: the expected nightly rate times a realistic occupancy rate, minus cleaning, taxes, licensing, insurance, and management, against the monthly rent from a long-term lease with a vacancy allowance.

How can Key PM help owners choose and manage the right strategy?

Key Property Management has managed rental properties in Las Vegas for owners since 2001, including both long-term and vacation rentals. Our vacation rental services include syndication to Airbnb, Vrbo, Zillow, and the local MLS; professional photography; dynamic pricing; 24/7 guest support; professional turnovers with inspections after each check-out; and an owner portal with financial statements and booking schedules. Frequently asked questions

Is it legal to rent my home short-term in Clark County right now?

It depends on the property's location and whether you hold a county license. In unincorporated Clark County, the licensing rules remain on the books, but a federal injunction has limited enforcement while the case continues. Confirm your status with the county or an attorney before listing.

Do the new platform rules apply in the City of Las Vegas or Henderson?

No. The platform ordinance applies only to unincorporated Clark County. Properties inside incorporated cities follow those cities' rules.

Can Airbnb or Vrbo still show an unlicensed rental?

Since September 2, platforms must verify a county license before processing payment and must deactivate a listing within five business days of county notice, so an unlicensed listing may be unable to take paid bookings.

Is a long-term lease a safer alternative to a short-term rental?

A long-term lease avoids county short-term licensing, turnover after every stay and lodging taxes, and usually means steadier income, though monthly rent is lower than peak nightly rates. The right choice depends on the property, its location and your goals.
